DAVNOR PLGU CONDUCTS CONSULTATION MEETING ON E-BOSS, ARTA WITH DAVNOR BPLOs, ICTs

The Provincial Government of Davao del Norte, thru the Provincial Administrator’s Office – Cooperative and Investment Development Division, conducted a consultation meeting with Davao del Norte’s Business Permits and Licensing Officers (BPLOs), Information and Communications Technology Officers, as well as the Municipal and City Treasurers from various LGUs of Davao del Norte on the implementation of E-BOSS or the Electronic Business One-Stop Shop (e-BOSS) last September 01, 2023 at the Bulwagan ng Karunungan, Provincial Capitol, Mankilam, Tagum City.

The EBoss refers to an online portal, or a website, including the Department of Information and Communications Technology’s i-BPLS, the ARTA Platform, and other similar online business permitting systems, or platforms of local government units, which accepts and processes applications for business permits, issues tax bills, receives payments and releases permits, clearances and other related documents, or where the applicant can print the same.

E-BOSS is consistent with Republic Act 9485 or the Anti-Red Tape Act of 2007, as amended by Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The initiative is further reinforced by Joint Memorandum Circular No. 01 Series of 2021 of the DILG, DTI, DICT, and the Anti-Red Tape Authority (ARTA) which is the Guidelines for Processing Business Permits, Related Clearances and Licenses in all Cities and Municipalities.

The meeting delineated the role and support functions of the concerned government agencies such as the DILG and the Anti-Red Tape Authority (ARTA). Mr. Virgil Fuentes of the DICT also highlighted the DICT’s vital role and function in the implementation of the E-BOSS. The provincial government of Davao del Norte now intensifies the implementation of the Joint Memorandum Circular No.1 Series of 2021, encouraging and converging all LGUs of the province to migrate their business permitting system from the BPLS to E-BOSS.

Other officers from the national government agencies who also gave their inputs were Mr. Christian Derecho of the DILG, Engr. Octavio Guibelondo, Provincial Head Officer of the DICT – Davao del Norte, Engr. Rhuelo J. Aradanas, Chief Administrative Officer of the ARTA – Eastern Mindanao Regional Office, Atty. Lord Anthony Pusod, Attorney III of ARTA, and Ms. Marie Jay Kamille Dayhon, also of ARTA Eastern Mindanao Regional Field Office.

Meanwhile, series of follow-up meetings and group discussions were scheduled after the activity, in order to put in place the issues raised during the meeting. Mr. Fuentes of the DICT has expressed his support to the future endeavors of the group.

The meeting was presided over by Ms. Joevynar M. Miedes, Provincial LEDIPO. She was assisted by Maria Margarita Pilegro of PADO-CIDD.

Davao del Norte's Initiative for Public-Private Partnerships: Forging a Partnership for Economic Development and Investment Promotion

The Provincial Government of Davao del Norte (PGDDN), in an unprecedented move, has joined hands with the Public-Private Partnership (PPP) Center to spearhead an initiative aimed at revitalizing the local economy through strategic investments and collaborations.

On August 16-17, 2023, the first venture under this alliance unfolded as an exclusive in-person workshop. This event targeted Local Economic Development and Investment Promotion Officers (LEDIPOs) and PPP-Focals in Davao del Norte. The highly specialized workshop was crafted to equip the province's economic and investment personnel with the essential tools, knowledge, and best practices for attracting and managing public-private partnership projects.

Both parties share a common goal: to stimulate interest and meaningful engagement from investors in PPP projects across Davao del Norte. The province is home to an array of investment opportunities in sectors ranging from agriculture to tourism, infrastructure to technology, all of which would benefit immensely from well-structured PPP initiatives.

This collaborative effort reflects the unwavering commitment of both the PGDDN and the PPP Center to long-term, sustainable growth in Davao del Norte. By imparting targeted training to LEDIPOs and PPP-Focals, the initiative will be laying the groundwork for a series of successful PPP projects that could transform the economic landscape of the province.

DAVNOR JOINS MSME WEEK 2023 CELEBRATION

As a gesture of its continuing support to the Micro, Small, and Medium Entrepreneurs of the province, the provincial government of Davao del Norte, thru the PADO-Cooperative and Investment Development Division (PADO-CIDD), joined the Opening Ceremonies of this year’s MSME Week Celebration at the Atrium of the Gaisano Mall of Tagum last July 19, 2023.

Bannering this year’s celebration theme “Triple Up, MSME Revolution” (Upgrade, Upsize, Upsize MSMEs), the opening ceremony was highlighted by the Ribbon Cutting at the Mall’s Activity Center. Joining the Ribbon-Cutting were Ms. Gemma O. Caasi, of PADO-CIDD; Engr. Maria Victoria D. Adriatico of DTI-Davao del Norte; Ms. Katrina San Juan, Marketing Manager of Gaisano Mall of Tagum; Ms. Gina Marie Espejo, CEO of MX3 corporation; Engr. Aerol B. Conde, President of Tagum City Chamber of Commerce and Industry; as well as stakeholders from various local and national government agencies.

Meanwhile, Davao del Norte Provincial Governor Edwin I. Jubahib, represented by Architect Leomel P. Puerto, Executive Assistant III, extended his full and continued support to the MSMEs of Davao del Norte, as communicated thru his developmental agenda, KUYA GOB NG MASA, specifically to implement a “broad-based economic growth and investments” and a “greater livelihood and income opportunities” for all his constituents. In his message, the Governor emphasized on the importance of upgrading and upskilling of the MSMEs as this would give them greater opportunities for livelihood and employment as alternative source of income. The provincial government, thru the PADO-CIDD, has been providing interventions that are geared at enhancing the capabilities of the MSMEs thru the MSME Development Project.

Prior to the opening ceremonies, a motorcade was held at 9am, participated by the different LGUs of Davao del Norte, including various national government agencies such as the DOLE, TESDA, DOST, DILG, the Tagum City Council of Women, Tagum Bankers Association, Chambers of Commerce and Industries of Tagum, Panabo, and Davao del Norte, Saint Mary’s College-Business Resource Center, Members of the Provincial MSME Development Council, and the Provincial Government of Davao del Norte.

DAVNOR’S INVESTMENT INCENTIVES BOARD APPROVES REVISION OF INVESTMENT INCENTIVES CODE

Through a motion by Ms. Maria Florence Valera of IGACOS, and seconded by Ms. Rebecca Mercado of Kapalong, members of the Davao del Norte Investment Incentives Board (DDNIIB) finally approved the revised Investment Incentives Code of the Province of Davao del Norte, in a meeting called for the purpose last July 20, 2023 at the Conference Room of the Provincial Governor’s Office.

The provincial government enacted the Investments and Incentives Code to lay down the provincial policies and programs on investments for a more enabling business environment. It recognizes the private sector as its primary and indispensable partner for economic growth and development, and that it shall extend fiscal and non-fiscal incentives to stimulate the establishment and assist initial operations of enterprises. Further, it will serve to provide local and foreign investors with a ready reference on various fiscal and non-fiscal incentives being made available by the provincial government, which will assist investors in deciding on which incentives option is more advantageous in starting and growing their business.

The code was successfully revised after several attempts at updating it have failed due to the Covid19 epidemic which struck the country in 2020, and the following years thereafter. Having to convene the members of the Board during the pandemic years was difficult due to restrictions imposed on face-to-face gatherings. The province’s investment incentives code was enacted in 2014 and was supposedly reviewed, updated, and revised every five (5) years thereafter.

The Davao del Norte Investment Incentives Board is composed of the Governor as the Chairperson, the Federation President of the Davao del Norte Chamber of Commerce and Industry (DDNCCII) as the Vice-Chairperson, the Chairpersons of the Committee on Trade, Commerce and Industry, and the Committee on Ways and Means in the Provincial Council, the Provincial Administrator, and the respective Presidents of the Chamber of Commerce and Industry in the eleven (11) local government units of the province, as Members of the Board.

Much of the focus on revision is concentrated on the fiscal and non-fiscal incentives, as this area is normally vulnerable to changes in the socio-economic and political arena. Having been approved at their level, the DDNIIB will then issue a resolution endorsing the Revised Investment Incentives Code to the honorable Governor, for the latter’s endorsement to the Sangguniang Panlalawigan for ratification.

PADO-CIDD, Cooperative Administrative Institutions, Participate in EU-funded Assessment

Officers and Technical Staff of PADO-Cooperative and Investment Development Division (PADO-CIDD), along with members of Cooperative Development Councils (CDCs) and Cooperative Development Coordinators (CDOs) from the different local government units of Davao del Norte participated in the Focus Group Discussion (FGD) initiated by the Meraki Consulting, Inc. last July 12-13, 2023 at the Bulwagan ng Karunungan, Provincial Capitol Compound, Mankilam, Tagum City.

The Focus Group Discussion (FGD) is part of the Organizational Needs Assessment of Cooperative Administrative Institutions (CAIs) in all of the regions of Mindanao, wherein the Meraki Consulting, Inc. was the firm tapped by the Deutsche Gessellschaft für Internationale Zusammenarbeit (GIZ), a German Government agency, in collaboration with the European Union (EU), for the technical assistance. The objective of the assessment is to develop a comprehensive capacity building plan for the CAIs based on the results of the assessment and recommendations for structural and procedural amendments to enhance effectiveness.

Various individuals from the different Cooperative Development Councils (CDCs) of the eleven (11) local government units of Davao del Norte, including their respective Cooperative Development Officers (CDOs), as well as the Chairperson of the Committee on Cooperatives in the Provincial Council, were altogether grouped into six (6) for the Focus Group Discussion that was scheduled for two days. Facilitating the FGD was the Meraki Consulting Team headed by its Team Leader Ms. Nelia Agbon, and the Researchers of the technical team, Ms. Ma. Felda Alarkon, Ms. Diana Ann Badillo, and Ms. Kristine Alorro.

The activity is part of the "Strengthening the Implementation of Regional and Local Peace and Development Agendas in Mindanao (SPADe)" program of the national government that seeks to promote a peaceful, cohesive, secure, and "inclusively developed Mindanao." This project is being supported by the European Union (EU) and the German Government, thru the GIZ, being part of its support to the Regional Peace and Order Councils, Regional Development Councils, and non-state actors in implementing local and regional peace and development agenda.

The project is also designed to also help improve the services of agricultural cooperatives to their members and promote climate-smart agricultural value chains.
